On June 18, 2009 Dr. Graves died unexpectedly in the V.A. Hospital from acute e-coli poisoning. In 2010 Feingold lost his re-election bid to Wisconsin Republican Tea Partier, Ronald Harold Johnson.

Dear Chairman Feingold:

I appreciate the opportunity I had to speak with your staff member regarding our Solution to End AIDS, particularly in Africa . We find the issue of the origin of AIDS boils down to the U.S. Special Virus program (1962 – 1978). The federal program issued fifteen progress reports detailing every experiment and contract of the systemic development of AIDS. ANY review or investigation of this federal program will solve the origin of AIDS.

According to the program’s “research logic” blueprint (the 1971 flowchart), experiments were conducted beginning in 1972 which sought to inhibit and control AIDS. Equally, in 1997, the U.S. patented the CURE for AIDS , U.S. patent#5676977. go to www.uspto.gov.

As we have previously indicated to you, our recent trip to Africa was successful in convincing two governments to begin the ‘clinical trials’ of the patented cure.

We sincerely believe with the help of your subcommittee, the people will finally begin to know the truth about HIV/AIDS and as such, we believe we can eliminate it.

I look forward to making a full presentation of my research before your subcommittee. We now have a chance to extinguish the AIDS fire. We have a plan in place in Africa that will serve as a model for all the nations of the world. We have within our reach a vision of a world once again without HIV/AIDS.

Re: Hope in clinical trials of AIDS Cure

Dear Chairman Feingold:

I write today to report on my recent trip to Africa . At the invitation of a Zambian businessman, I traveled to Lusaka last month for the purposes of convincing the Zambian government to begin the ‘clinical trials’ of the U.S. patented CURE for AIDS, U.S. patent number 5676977 (“TETRASIL”). Go to www.uspto.gov.

According to the U.S. patent office, Tetrasil is a one-time infusion for curing AIDS. As a recipient of the Tetrasil myself, I can personally attest to the many benefits that I have garnered over the past six years.

As Chairman of the African Committee I feel compelled to alert you of the African desire to be free of the U.S. AIDS virus. In this regard, your Committee has never addressed the federal virus development program that preceded HIV/AIDS. Although the U.S. development of HIV/AIDS permeates the entire 20th Century, the formal program began in 1962. The U.S. Special Virus program produced some fifteen yearly progress reports of every experiment and contract of the development of HIV/AIDS between 1962 and 1978.

It is incumbent upon your Committee to review and investigate this federal program. This is the same request we made of our government in 2000. Dr. Victoria Cargill, NIH’s Medical Officer for HIV/AIDS Research located the blueprint ( a 1971 flowchart) of the development of HIV/AIDS on May 15, 2000. Dr. Cargill forwarded the information to Dr. Alan S. Rabson, Deputy Director of the National Cancer Institute (NCI).

Dr. Rabson thwarted any further investigation of the U.S. Special Virus program because he is listed as a member of the “Developmental Segment” (of HIV/AIDS) in 1971. See, page 12, progress report #8 (1971), U.S. Special Virus program (1962 – 1978).

It is clear without oversight from this Committee and your leadership, there will always remain, even perhaps, purposefully so, some doubt that a monkey and an African could have been a ‘natural’ beginning to the greatest calamity in human history.

In light of the fifteen progress reports of this federal program, we are certain the African governments will require ‘explanation’ for the HIV/AIDS weapon. Any cursory review of the U.S. Pentagon’s sworn testimony of June 9, 1969 will definitively prove HIV/AIDS is the ‘synthetic biological agent’ sought by the U.S. Pentagon and paid for by the U.S. Congress.

I can assure the African governments have read page 129 of U.S. House Resolution 15090. Our President was factually incorrect when he declared in his 2003 State of the Union Address that HIV/AIDS was a plague of nature.

Mr. Chairman, if HIV/AIDS is a plague of nature, then where is the Pentagon’s synthetic agent, that was funded, that appears to do EXACTLY what HIV/AIDS does?

Recently there has been an impetus in the United States for a call to a “national strategy” on HIV/AIDS. Although noble in its conception, any call for a ‘national strategy’ would have to include the AIDS community. Unfortunately the AIDS community is thoroughly entrenched in a hopeless, ‘treatment and prevention’ motif, they will never allow for input or reason from the masses to assault their immense salaries.

Consequently, we have a very stubborn HIV/AIDS community that thinks it knows it all when it knows nothing. The AIDS community will not share with you the 1997 patented CURE for AIDS , U.S. patent #5676977, www.uspto.gov. Nor will they share with you the 1984 patent to make HIV/AIDS, patent #4647773.

To date Mr. Phill Wilson (Black AIDS Institute) has never accessed the 1971 flowchart of the U.S. Special Virus program (1962 – 1978). www.boydgraves.com/flowchart/ . The flowchart is supported by fifteen annual progress reports detailing every experiment and contract of the federal virus development program that made HIV/AIDS. Any review of the U.S. Special Virus program will prove and solve the synthetic, laboratory birth of HIV/AIDS.

In light of the fact that 28% of the DNA sequences of HIV/AIDS are from an ‘Icelandic sheep disease’ (visna), one would easily know HIV/AIDS is not from Africa nor any monkey. When did visna cross species so as to become the etiological agent of HIV/AIDS? See, Science, Vol. 227, pp. 173 – 7, January 1985.

The Plan:

1. Begin the clinical trials of the U.S. patented CURE for AIDS and

2. Review and investigate the U.S. Special Virus program (1962 – 1978).

(San Diego, CA) – Human Rights activist and HIV/AIDS advocate American lawyer Dr. Boyd Ed Graves died Thursday at the University of California San Diego Medical Center. Dr. Graves was 57.

Dr. Graves' two decades of human rights' work, judicial activism and research on behalf of people living with HIV/AIDS, catapulted him into the world spotlight earning him both international acclaim for his bravery and dedication as well as criticisms for his controversial conclusions about the man-made origins and purpose of the HIV/AIDS virus.

Known by “Ed” to his friends and family, Dr. Graves was a dynamic and patriotic individual who dedicated his professional and personal life to the disabled, disenfranchised and the fair daily existence of men and women worldwide.

Born on July 7, 1952 in Charleston, West Virginia to James and Theresa Graves, Boyd Ed Graves was the third of nine children. In 1955 Graves' family moved to Youngstown, Ohio where his father and mother both worked several jobs simultaneously to purchase their first house. Youngstown would become Graves' home, and Graves would eventually become one of Youngstown's hometown heroes.

Graves began demonstrating leadership qualities at a young age and after graduating Youngstown High School with honors as Senior Class President at age 17; Graves was recommended by his Congressional Representative for an appointment at the U.S. Naval Academy in Annapolis, Maryland. Graves was one of only 30 African Americans in the country to earn the honor. During his time at U.S. Naval Academy, Graves learned Mandarin Chinese and was a member of the Navy boxing team. Graves became the first African American elected as President of the U.S. Navy Glee Club and was the first African American featured in U.S. Navy recruitment commercials. At a time of extreme racial tensions and as one of the few black plebes, Graves received many hazing, harassments, and racial slurs inside the ranks. His experiences during this time later were featured in several books and articles authored by official U.S. Navy historian Robert Schneller.

Having successfully served President Richard Nixon's administration posted aboard the USS Buchanan as a Communications Officer, Graves left military life with honorable discharge and began his civilian career entering the work force for IBM in 1977.

Civilian work place echoed his military experience, and Graves again faced with discrimination took the higher ground. In 1987, he successfully pursued a discrimination lawsuit and his appeals to the United States Supreme Court. This was the first of several case appearances in the U.S. Supreme Court that Dr. Graves would make to deter discrimination for himself and others.

In 1992 Graves graduated as a lawyer with honors earning his Juris Doctorate from Ohio Northern University School of Law in Ada Ohio and during a routine physical exam several weeks before graduating law school, Graves tested HIV positive.

With his new diagnosis, law degree and experiences as a minority, Graves went to work as a legal consultant specializing in code compliance and enforcement for the Americans with Disabilities Act to ensure people with disabilities had equal access.

Determined to understand his new diagnosis with a 'new' disease, Graves immediately began researching HIV/AIDS intent on understanding how to best preserve his health and help himself survive. In 1993 Graves' research into HIV/AIDS led him to a formerly secret federal virus development initiative coordinated by the Pentagon called, “The United States Special Virus Program.”

“The United States Special Virus Program.” involved the complicity of two government agencies, the Pentagon as coordinator seeking biowarfare solutions and the National Institute of Health as administrator. The veneer goal of the NIH program was to meet Nixon’s challenge of a war on cancer. Unfortunately for the program participants, the goal came at a cost of using humans / in vivo subjects to produce viruses, deadly viruses including the HIV/AIDs virus. For 16 years, between 1962 to 1978, the National Institute of Health, published 15 annual progress reports. Each year in this history, a report details thousands of human and non-human virus experiments seeking 'candidate viruses'. The most concise salient microcosm of this Mengele-madness was the 1971 U.S. Special Virus Research Logic Flow Chart. The secret blueprint coordinates every experiment and contract inside the U.S. Special Virus Program and demonstrates the true intent of the secret research – live human subjects, US citizens, US veterans, your brothers, uncles, cousins, friends, and neighbors.

On September 28, 1998 Dr. Graves filed his first class action lawsuit in the Ohio Federal Court in forma pauperis, seeking immediate investigation into the formerly secret U.S. Special Virus Program, including a petition for make whole relief for the class of members infected by HIV/AIDS.

On January 1, 2000 The United States Department of Justice notified Graves, they had named The Office of the President of the United States as the primary defendant in the case. On election day November 7, 2000 the sixth circuit federal court silently dismissed the case, Graves vs The President of the United States. Graves appealed and on April 11, 2001 appeared in the United States Supreme Court. The court quietly dismissed the case without comment and instructions 'not to publish.' Determined and armed with the 1971 Flow Chart, 15 years of 'missing medical history' and the evidence of the laboratory birth of AIDS, Graves continued filing litigation requesting immediate investigation into the formerly secret tax payer funded program until his death.

In 2001 Dr. Graves became the first American and African American to receive an injection of Tetrasil, the U.S. Patented Cure for AIDS (Patent # 5676977). Almost immediately, Graves health began recovering from years of damage inflicted by the 'special HIV virus' and he became an outspoken proponent of the Tetrasil treatment demanding immediate clinical trials and world wide accessibility for people living with HIV and dying of AIDS. Soon afterward Tetrasil was recalled by the patent owner/manufacturer, Dr. Marvin Antleman and Antleman Technologies, Inc. without public explanation. Graves took his experiences and requests to the Congress, General Accounting Office, the Centers for Disease Control, United Nations, World Health Organization, and several Ministers of Health around the world with varying degrees of success including China, the UK, and several African countries where he was widely revered and respected as the 'Man Who Solved AIDS'.

Dr. Boyd Ed Graves was a celebrated lecturer and the author several books including “STATE ORIGIN: The Evidence of the Laboratory Birth of AIDS,” and “World War AIDS: The Third World War.” Dr. Graves was working on his memoir and other manuscripts at the time of his death. The final books will eventually be published according to his publisher and long time friend Joel Bales. Additional information about Dr. Graves' life, accomplishments and the on going legal cases are widely available on the Internet. Memorial services for Dr. Boyd Ed Graves will be held Saturday June 27 from 3:00 – 6:00 pm at the Community Room at Mount Auburn in Cleveland, Ohio.

Do Africans have Human Rights or are we still considered to be non-people?

December 10th was commemorated as the United Nations Humans Rights Day and this year saw the 60th anniversary commemorations of the passing of the 1948 Universal Declaration of Human Rights. Similarly, African governments are often lambasted by Western nations for their human rights record. In lights of this we will be exploring examples of human rights abuses and those who have actively been working to defend the human rights of African peoples as well as challenge the human rights abuses meted out to African people in the African Diaspora.

We will highlight two specific and very different campaigns which highlight the challenges of defending the human and peoples rights of Africans. The two examples excellently highlight two campaigns to hold both the UK and US governments to account for human rights abuses committed against African people as well as the wider social justice implications of these campaigns for the rest of society.

We will focus on two widely under-reported cases:

(1) His Royal Highness Ago Piero Ajano the African man who claims to be the direct descendant (son) of King Edward VIII who was King of the United Kingdom and the British dominions, and Emperor of India from 20 January 1936, following the death of his father, George V, until his abdication in 1936. HRH asserts he was subsidised by the British monarchy in secret for many years only to become the victim of sycophantic fraud and rendered penniless, having led a lavish lifestyle in London in the '80s. However, HRH is now penniless and lives in a modest council flat. We will be speaking to his power of attorney Clarence Thompson MBE who will highlight the wider civil liberties and human rights implications of this case for all African people.

(2) Medical Experimentation and Germ Warfare against Africans and their descendants with a special focus on HIV/AIDS. Dr Boyd Graves JD has been conducting research into HIV/AIDS for over 15 years. In 1999, while researching his own HIV+ diagnosis, Dr. Graves' uncovered the hidden 1971 U.S. Special Virus Flow Chart. The 1971 Flow Chart is the research logic of the United States ' 'Special Virus.' A 1971 U.S. blueprint providing the absolute proof of purpose, intent, and premeditation as evidence in the logic flow design of the patented Human Immune Virus (HIV). He has since filed multiple legal actions with U.S. Federal Courts, Members of the United States Congress, and U.S. Attorney General, calling also upon the United Nations for the immediate review of the formerly secret U.S. Special (AIDS) Virus Program.

All across the United States there is a call for a unified effort in which to mount a joint campaign to positively impact the AIDS pandemic. HIV/AIDS has reshaped the health and human landscape of this country and the world for the last thirty years. It is time for a national strategy that encompasses input from all of us who seek to know the truth about HIV/AIDS, and then act on it.

In this regard, we can say completely and emphatically, any strategy to solve and end HIV/AIDS, must include input from people with AIDS and must include two necessary components. First; in order for the pandemic to end, it is very necessary to know how it began. On this point, the United States must review the U.S. Special Virus program (1962 – 1978). The purpose of this federal program was to see if animal cancers (like visna virus) could grow in (certain) human host cells.

According to the National Academy of Sciences, HIV/AIDS evolved from visna virus. According to the United States, visna virus had not yet been associated with human disease as late as 1971. Thus, any national strategy to end HIV/AIDS must include an explanation as to when and how the visna virus crossed species between 1971 and 1983 so as to become the ‘etiological agent’ of HIV/AIDS.

Second, any national strategy to end HIV/AIDS must include immediate clinical trials of the 1997 patented cure for AIDS, U.S. patent #5676977, “TETRASIL”. Just as HIV/AIDS is synthetic, so is its cure.

Cursory review of the U.S. Special Virus program

The U.S. Special Virus program began in 1962 and ended in 1978. Each year this federal virus development program issued a progress report detailing every experiment and contract conducted that year. There are fifteen reports. It appears that progress report #8 (1971) serves as a narrative summary of the entire program. The first sixty pages answer nearly every question as to why we have HIV/AIDS. However, on page 61, the United States concedes the “research logic” flowchart blueprint of the federal program. The 1971 flowchart provides ‘absolute evidence’ as to the nature, intent and purpose of the United States to seek to make a ‘contagious cancer’ that ‘selectively kills’.

The 1971 government flowchart depicts the development, production and proliferation of the esp-1 virus. Under electron microscope, the esp-1 virus is identical to HIV/AIDS. Any national strategy must include a review of this federal virus development program that preceded HIV/AIDS.

Clinical trials of the 1997 patented Cure

Any review of U.S. patent #5676977 will show there has been a patented Cure for AIDS since 1997. Tetrasil was developed by using mice (mouse model) to predict its human physiology. It was also tested on humans prior to being patented in 1997. The introduction of Tetrasil into the HIV/AIDS treatment arena will simply change the way we fight the synthetic HIV/AIDS.

U.S. House Resolution 15090

In addition to the foregoing, some review of the sworn Congressional testimony of June 9, 1969 must be undertaken. Page 129 of that resolution will live in infamy. There is but one explanation of the sworn testimony, HIV/AIDS is the “synthetic biological agent” funded by the United States Congress on June 9, 1969. In 2002, when Congress sought review of the federal program, the GAO whitewashed the investigation, without responding to a timely filed, “Request for Factual Correction”. There is substantial and compelling evidence the HIV/AIDS pandemic has its roots in the federal laboratory program affiliate with the “etiology area” of the National Cancer Institute. Any review of the U.S. Special Virus program (1962 – 1978) will solve and end HIV/AIDS. If there was a federal virus development program that preceded HIV/AIDS, shouldn’t that program be reviewed?

It will take a national strategy that incorporates a united AIDS community. We will continue to appeal to the courts and the American people. We have within our reach a vision of a world once again without HIV/AIDS, we must not fail,

NOW COMES petitioner, Boyd Ed Graves, on behalf of the American people, who seeks an answer to the following question:

“Did the U.S. Attorney General receive “Service” of the complaint seeking “full disclosure” of the U.S. Special Virus Cancer Program?”

Petitioner raises this question to the Court in an attempt to seek accountability of the U.S. Special Virus Cancer Program (1962 – 1978). It is commonly believed this federal virus development program lies at the heart of the genesis and etiology of HIV/AIDS.

Petitioner believes the issue of the ORIGIN of AIDS is one of the most significant issues affecting mankind to date. The public significance of this case requires the Court to grant a writ of certiorari in that the further security of our homeland is at issue.

The U.S. Constitution affords an inalienable right to life and as such provides the jurisdiction for this petition to be heard. Petitioner has been afflicted with HIV/AIDS for sixteen years and has come to find there was a federal virus development program that preceded the onset of HIV/AIDS. When petitioner sought ‘disclosure’ of the federal program UNDER THE Freedom of Information Act (FOIA), the lower court ruled that petitioner had ‘failed to serve’ the U.S. Attorney General and dismissed the case without prejudice. When petitioner filed the “new” (second) complaint, the lower court dismissed it outright and the Ninth Circuit affirmed via mandate.

The lower court erred when it overlooked a “RETURN RECEIPT” from the U.S. Attorney General showing “service” on May 15, 2007. See, EXHIBIT 1, herein. The return receipt confirms the U.S. Attorney General has been aware of the “solid evidence” of a federal virus development program for well over a year, and has taken no action of his own accord as the country’s top law enforcement officer.

Petitioner prays the high Court will grant a writ of certiorari to begin the long and troubling process of rectifying the social ills of a federal program outside the dominion of the United States Constitution. The eventual “full disclosure” of the U.S. Special Virus Cancer Program will ultimately change and save the people of the world.

To the United States:

I, Boyd Ed Graves, do hereby formally appeal the July 17, 2008 final agency decision that no documents exist for the requested Freedom of Information Act (FOIA) request, seeking the ‘return ‘ of progress reports #14 and 15 (1977 and 1978) of the U.S. Special Virus Cancer Program (1962 – 1978).

The progress reports were in the archives of the National Cancer Institute (NCI) as is evidenced by a May 15, 2000 letter from Dr. Victoria Cargill, Medical Officer for the National Institutes of Health (NIH), Office of AIDS Research.

In her letter, Dr. Cargill confirms the existence of the U.S. Special Virus program and that three progress reports were located in the archives of the NCI. Upon subsequent communication, it was determined that progress reports #14 and !5 were among the three progress reports.

Equally true, there is a sufficient paper and correspondence trial between NCI officials and petitioner, specifically addressing progress reports #14 and 15. These documents were in the archives of the United States, they have been illegally removed and FOIA law compels and enjoins the NCI to replace the missing progress reports.

Much of the communication with the NCI has been through and with the Deputy Director, Dr. Alan Rabson. According to a cursory review of the available progress reports, Dr. Rabson was a member of the “Developmental Committee” of the U.S. Special Virus program. See, page 12, progress report #8 (1971) , U.S. Special Virus program. Dr. Rabson has a personal vested interest in “hiding” the missing progress reports, because he was intimately involved in the development of HIV/AIDS.

The missing progress reports are significant for a number of reasons. First, any review of the 15 progress reports will solve and end HIV/AIDS. Second, if we are serious about solving and ending HIV/AIDS, then a review should be conducted of the experiments and contracts of the “ETIOLOGY AREA” of the National Cancer Institute. Third, progress report # 14, identifies the work of AIDS developer, Dr. Peter Duesberg, who has never explained his role in the secret, federal program. And Fourth, progress report #15 provides the entire budget for the program. The U.S. Congress appropriated $550 million dollars to make AIDS.

This federal program sought to determine if animal cancers (like visna virus) could grow in certain human host cells. We now know that visna virus is the etiological agent of HIV/AIDS. See, Science, Vol. 227, pp. 173 – 7, January 1985. According to the United States, see page 39, progress report #8, visna virus had not Yet been associated with human disease as late as 1971, but by July 18, 1983 (AIDS Task Force), it was concluded HIV/AIDS had evolved from visna virus.

The United States should be compelled to replace the missing progress reports and forced to explain and investigate this secret, federal virus development program that persisted in the United States from 1962 through 1978.

The American people and the people of the world have a right to know the truth about the true U.S. origin of the greatest scourge in human history. By compelling the United States to return the documents to the archives, that history will be preserved for all to see and view.

Etiology of the Avian Bird Flu

According to Dr. Boyd Graves, who has been marginalized over the years by “official” government medical communities for speaking up about the possibility that AIDS was purposefully designed to be an ethnic specific virulent, genocidal agent, Avian flu pandemic could be science run amuck.

“Amidst the current Centers for Disease Control media orchestrated public panic over the Avian Flu Pandemic, more and more scientists are beginning to look at the appearance of these lethal virulents as being adapted by science, genetically recombined as biowarfare agents, made in America,” says Graves.

The historical trail traces itself back to the 1843 discovery of the infectious agent (MYCOPLASMA) for the “SPOTTED LEAF DISEASE”, also known as the “TOBACCO MOSAIC VIRUS.” “At the core of human (cancer) disease”, says Graves, is this ‘mycoplasma’ entity that has been weaponized over time realizing lethal and incapacitating conditions for humanity”.

“The development of the mycoplasma from plant to animal to human is clear”, asserts Graves. “By 1898 the United States had realized the mycoplasma in cows, bovine spongiform encephalitis (BSE). By 1902, they had realized it in horses, equine infectious anemia virua (EIAV), in 1904, they realized it in goats, caprine arthritic encephalitis virus (CAEV). By 1910, they had realized it in fowl, Rous Sarcoma Virus (RSV)”, reports Graves after years and years of committed research into the subject.

According to page 14 – 15 of the 1978 progress report of the U.S. Special program, the 1910 RSV is a product of recombinant genetics. Further review will show the 1918 Spanish Flu was a recombinant bird virus. “The same is true of the 2005 Avian flu’, comments Graves.

Is “recombinant” a natural occurrence in Nature or man made or both?

In 1918, the pandemic began not in a port city of this country, but in the Midwest. Tom Rogers, a whistle-blower, working in the field of virology in the 1990s explains that the scientists who are “in the know” look towards the mid west, in specific, Missouri, to read the pulse of bird carrying plagues. “Birds from Asia and Europe converge at this spot due to the convergence of the Mississippi, Ohio and Missouri river. Various viruses recombine organically”, says Rogers. Rogers tells the story about the Missouri birthplace of the USA born deadly Flu of 1918 claiming that it was purposefully misnamed “Spanish Flu” as a distraction. He tells how A.J. Cohen, a veterinarian in Missouri in 1918 warned meat packers and distributors that a super virus was killing off pullets and piglets. However, Cohen was not only disregarded but his life was threatened by industry. “These meats were sent throughout the nation and ultimately overseas”, claims Rogers.

American soldiers were exposed first to the recombinant and their war travels spread the virus to wherever they went. In fact, more soldiers died from the Spanish Flu than those who died in World War I. Rogers claim is that there is no such thing as “jumping species” as might have been designed and refined by biotechnology techniques as claimed by Dr. Boyd Graves and Dr. Leonard Horowitz, a popular lecturer on the subject and author of AID, EBOLA and other viruses. Rogers claims that the virus passes amongst species due to “wrapping your lips” around it, as he likes to phrase it. As a result of his research into the etiology of non specific species transferred plagues Rogers is now a deeply committed Vegan…that is no meat, no milk. He says the only way you can get the Avian Flu is by “eating” the infected species, or via fluid exchange, like blood transfers, sex, and close saliva contacts, like in AIDS.

Although one can usually find an originating template for bacteria, viruses and drugs in nature, Dr. Boyd Graves claims that US government purposefully brought these lethal viruses to a dangerous new level through biotechnology and laboratory recombinant technologies

When the United States began the Tuskegee syphilis experiments in 1932, they also began the testing of the infectious agent of HIV, the sheep virus VISNA. HIV contains sequences from a 1932 strain of VISNA, strain ks1514. However, in the 1971 progress report (#8) of the U.S. Special Virus (1971), the United States concedes that VISNA had not yet been associated with human disease.

The United States cannot explain how VISNA is the “etiological agent” of HIV, as they report in 1985, 1986 and 1995. See, Science Vol 227, pp. 173 – 7, January, 1985, see also, PROC NAS Vol 83, pp.4007 – 11, June 1986 and PROC NAS Vol 92, pp. 3283 – 87, April 11, 1995.

“I believe we can have a much better understanding of medicine and science if we review the U.S. Laboratory of Hygiene (circa 1878), the 1902 Cold Spring Harbor Laboratory, the 1904 Station for Experimental Evolution and the 1926 MIT 'Virus Cancer' Conference”, says Graves. In addition, the May 1946 Appropriations Hearing addresses a "synthetic biological agent" in "useable shape". “This is the recognition of the VISNA agent, which now wreaks havoc across the biomedical world”, comments Graves. “We have now reconnected the U.S. Congress to our position from prior to9-11. Recently the federal court ruled the prior Freedom of Information Act lawsuit should be dismissed because of a ‘service technicality’. At issue in the lawsuit was the failure of the National Cancer Institute to provide documents, two progress reports of the U.S. Special Virus program, progress reports #’s 14 and 15. Which represent the years 1977 and 1978, the end years of a secret federal virus development program that spent $550 million dollars to make a ‘special’ virus.

There is significant correspondence between Dr. Alan Rabson and myself as to these specific reports. On or about May 20, 2000, Dr. Victoria Cargill located the 1971 flowchart of the secret program. She also located in the NCI archives, three of the fifteen progress reports, #8, 14 &15.

Dr. Cargill turned the info over to Dr. Rabson, because the documents were located in the NCI archives. Dr. Rabson subsequently removed the two end progress reports and their whereabouts is currently unknown.

Under the Freedom of Information Act, we hereby request that progress reports #14 and 15 be made available and replaced in the archives where they were previously, and that the agency and Dr. Rabson be enjoined to ensure the documents are replaced.

THIS OFFICIAL INDICTMENT condemns you for the mass killing and pharmaceutical enslaving of millions of people to AIDS, infectious cancers, and myriad immune system pathologies, resulting from your and your collaborators' manipulations, creations, and disseminations of viruses, using genetic modifications and vaccinations, you conducted or abetted. You, along with your colleagues, including Dr. Robert Gallo, prostituting virologists and molecular biologists working for the National Cancer Institute, and paid by Litton Bionetics, a biological weapons contractor for the U.S. Military; having advanced the "Special Virus Cancer Program" during the late 1960s through the 1970s, are hereby held accountable to the People, and to God, for these crimes against humanity resulting in this global tragedy of the pandemic now called AIDS.

This indictment is served publicly and officially with accompanying evidence of the official contracts, actions taken, and payments made to you as published in the Special Virus Cancer Program's Progress Reports that have now been made public through works by multiple experts acting as independent investigators.

NINTH CIRCUIT DISMISSES AIDS ORIGIN “FULL DISCLOSURE” LAWSUIT

San Fransisco, Calif. - In a not so unexpected move the Ninth Circuit Court of Appeals in San Francisco dismissed the AIDS ORIGIN appeal of AIDS and Human Rights Activist, Boyd Ed Graves, J.D. The Court held that Graves failed to properly serve the former U.S. Attorney General and that the District Court had a right to refuse a new case, although the lower court dismissed the original complaint without prejudice.

“We will file another Freedom of Information Act request with the National Cancer Institute (NCI) for the missing progress reports of the U.S. Special Virus program (1962 – 1978)," Graves said earlier today.

“Progress Reports #’s 14 and 15, representing the years 1977 and ’78 have been removed by Deputy Director, Dr. Alan Rabson, who is also listed as a ‘developer’ of HIV/AIDS (the Special Virus)," Graves said.

The Cemetery/Crematory: The “Promise Land” of the U.S. AIDS Virus (April 4, 2008)

In the spirit of Dr. King….

Dr. Martin Luther King would not wait for another U.S. President to be sworn for him to address the plethora of U.S. documents concluding a laboratory birth of AIDS. Anyone who reads the June 9, 1969 Congressional Record will instantly know the U.S. Congress funded the development of AIDS.

It is U.S. House Resolution 15090, page 129. The title of the page is “Synthetic Biological Agent”. The U.S. Pentagon asked Congress for a $10 million dollar appropriation to have the agent (HIV/AIDS) by 1979. We had HIV/AIDS by 1979. The 1969 appropriation does not stand alone. Since HIV/AIDS is the result of a century long hunt, a May 1946 appropriation appears to have been about HIV/AIDS. See, “Better” Than the Bomb, Time Magazine, June 3, 1946.

The formal program that actually developed HIV/AIDS was called the U.S. Special Virus program (1962- 1978). This federal program produced a ‘progress report’ for each year of its existence. Inside the progress reports are the names of some of the more prominent scientists now leading the fight against HIV/AIDS. Truly, the fox guarding the hen house. For the record, Dr. Robert Gallo was the PROJECT OFFICER for a 1971 experiment that ‘isolated’ HIV/AIDS. See, page 104 – 6, Progress Report # 8, U.S. Special Virus program (1971).

In 1971 (page 39) the United States concedes that ‘visna disease’ had not yet been associated with human disease. On July 18, 1983, the United States concedes that visna is the “etiological agent” of HIV/AIDS. This finding is further supported by the Proceedings of the United States of America , National Academy of Sciences. So the question begs: When did visna cross species? Not only that, but when did visna cross species between 1971 and 1983 so as to become the ‘etiological agent’ of HIV/AIDS?

In the fraudulent report issued by the government in June 2002, the government reported that HIV/AIDS and visna had ‘evolved together’ over a thousand years. The unidentified government official who approved the report was Dr. Alan Rabson, Deputy Director of the National Cancer Institute (NCI). Dr. Rabson is also listed in the progress reports as a member of the ‘Developmental Committee” of HIV/AIDS. Dr. Rabson has also illegally removed two of the fifteen progress reports from the archives of the NCI in which to thwart the people’s Freedom of Information request for “full disclosure” of the U.S. Special Virus program. The Case is currently on appeal in the Ninth Circuit.

Dr. King would be in every Circuit and in the ear of the entire trilateral government. It is very funny, forty years later only Bill Cosby and Rev. Wright have spoken the truths of the systemic development of the HIV/AIDS virus. Ninth Circuit (Goliath) poised to dispel indigent AIDS petitioner

(San Francisco, CA.) In a March 14, 2008 Order, a three-Judge panel of the Ninth Circuit in San Francisco has ruled that AIDS activist, Boyd Ed Graves, J.D., must pay the excessive $455 filing fee and “show cause” as to why the lower court’s decision should not be summarily affirmed.

What is troubling in this case is that Graves has filed his ‘opening brief’ with the Court as of February 6, 2008. In order for the ‘show cause’ order to have significance, it should have been filed prior to submission of Graves’ February brief, observers believe.

A review of the relevant Court rule (9^th Cir. R. 3-6) further provides that Graves’ February brief, supersedes the requirement to show cause and that Graves should merely have to pay the filing fee within the 21 day period (of March 14^th) as prescribed by the Court.

“Although the three-Judge panel overlooked the opening brief filed with the Court in February, it is not peculiar to see this ‘extraordinary’ attempt by the judiciary to further snuff the U.S. documents concluding a laboratory birth of HIV/AIDS,” Graves said.

“Any one who knows me, knows that I have continuously pursued my Constitutional right to life,” Graves said. “My actions seek to strengthen the security of my homeland, the United States of America."

Court observers believe that upon the paying of the filing fee, the briefing schedule will be restored. The brief of the U.S. Attorney General is due April 21, 2008.

NIXON AUTHORIZED AIDS UNDER PUBLIC LAW

On March 16, 1970, President Richard Nixon signed into law, U.S. Public Law 91-213. ANY review of his official remarks will leave little doubt the President is talking about a response to ‘overpopulation’.

Nixon accurately predicted the ensuing AIDS pandemic, saying, “…There will be explosive events in the last third of the 20^th Century”.

A review of government events within this time frame reveals significant events occurring from the April 4 – 5, 1969 conference at Fort Detrick (“Entry and Control of Foreign Nucleic Acid”, to the June 9, 1969 Pentagon’s need for a ‘synthetic biological agent’ that depletes the immune system, to the World Health Organization’s June 1969 Bulletin on “Five Years of Study on Visna”, to Nixon’s July 18, 1969 Special Message to Congress on Overpopulation.

Add in the fact that in February 1970, one month before he signed the U.S. law, Nixon had Ordered that all documents (Project NAOMI) relative to the development of HIV/AIDS be destroyed. However, something happened under the Freedom of Information Act (FOIA).

Because of FOIA, the American people and the people of the world now have access to several of the progress reports of the U.S. Special Virus program that were thought to not exist.

We believe that Dr. Martin Luther King, Jr. would not wait for answers or action until the next President. Any sitting member of Congress can call for review and investigation of the U.S. Special Virus program today. But we do see that Congress has a problem in its funding (appropriations) for the development of HIV/AIDS. In the public budget, Congress funded over $550 million dollars for the development of HIV/AIDS, See, page 5, progress report #15, U.S. Special Virus program (1962 – 1978).

We have been led to believe that senior Congressman John Lewis (D. Ga.) is going to respond to the solid evidence of the laboratory birth of AIDS, as well as the U.S. patented CURE for AIDS, U.S. patent #5676977. See, www.uspto.gov. In this regard, U.S. House Resolution 15090, page 129 is “absolute evidence” the U.S. Congress funded the development of HIV/AIDS.

It is consistent with the May 1946 Appropriations as is recorded in Time Magazine, June 3, 1946 article, “Better” Than the Bomb.

The program’s 1971 blueprint, “research logic” flowchart is irrefutable evidence of the “intent”, “purpose” and “design” of the United States to make a “contagious cancer” that “selectively kills”. The 1971 blueprint depicts the development, production and proliferation of the esp-1 virus. The 1971 virus particle (electron microscope) of the esp-1 virus is IDENTICAL to the government’s 2008 virus particle of HIV/AIDS as is identified in the government’s 2008 poster, “Understanding HIV and AIDS”.

Although Nixon signed the development of AIDS into ‘public law’, some 38 years ago, no one to date can explain when ‘visna’ (Icelandic sheep disease) crossed species so as to become the etiological agent of HIV/AIDS between 1971 and 1983. The FDA can not simply have it both ways. The 1997 government patent on tetrasil speaks for itself. The FDA is merely standing in the way of restoring the health of millions and millions of people, mostly of color. To date, the FDA has never addressed the U.S. Special (Cancer) Virus program (1962 – 1978).

To date, the FDA has never addressed the visna sheep sequences in the blood of people with HIV/AIDS. See, PROC NAS Vol. 83, pp. 4007 – 11, June 1986. See also, PROC NAS Vol. 92, pp. 3283 – 3287, April 11, 1995.

FDA Warns Companies Importing and Marketing Drugs Over the Internet that Fraudulently Claim to Prevent and Treat STDs

The U.S. Food and Drug Administration today issued Warning Letters to six U.S. companies and one foreign individual for marketing unapproved and misbranded drugs over the Internet to U.S. consumers for the prevention and treatment of sexually transmitted diseases (STDs).

Some of these products, directed at U.S. consumers, falsely claim to have "FDA Approval" and some claim to be "more effective" than conventional medicine. The products are sold as Tetrasil, Genisil, Aviralex, OXi-MED, Imulux, Beta-mannan, Micronutrient, Qina, and SlicPlus. Consumers who are currently using these products should stop their use immediately and consult their health care professional if they have experienced any adverse effects that they suspect are related to the use of any of these products.

"The products pose a serious health threat to unsuspecting consumers who don’t know that these products are not FDA approved and have not been proven safe or effective," said Janet Woodcock, M.D., deputy commissioner for scientific and medical programs, chief medical officer, and acting director of the FDA’s Center for Drug Evaluation and Research. "STDs are very serious diseases and these products give consumers a false sense of security that they are protected from STDs."

The products claim to prevent or treat a variety of STDs, including Herpes, Chlamydia, Human Papilloma Virus, cervical dysplasia, and HIV/AIDS. The FDA considers these U.S. and imported products to be unapproved new drugs being marketed in violation of the Federal Food, Drug and Cosmetic Act. They are also misbranded under the law because they lack proper directions for use by consumers. In addition, some of the products are misbranded because they make false and misleading claims.

Examples of claims that these products make include "Treatment Kills all Herpes Viruses WITHOUT having to use conventional drugs or medications," "Greatest STD Protection Without Condoms," (SlicPlus) and "The active ingredient in our product is FDA certified to destroy 99.9992 percent of all pathogenic organisms [ie] Chlamydia" (OXi-MED).

The Warning Letters inform the companies that failure to properly resolve violations of the law may cause them to face further enforcement action that can include seizure of illegal products, injunction, and possible criminal prosecution.

Issuing these Warning Letters is part of the FDA’s ongoing campaign against fraudulent products marketed on the Internet for serious and life-threatening diseases. The agency also works to educate consumers about the risks and dangers that exist from buying unsafe products.

Consumers and health care professionals should notify the FDA of any complaints or problems associated with these products. These reports may be made to MedWatch, the FDA’s voluntary reporting program, by calling 800-FDA-1088, or electronically at www.fda.gov/medwatch/report.htm.

Dear Congressman Lewis:

I write today to follow up the call I made to your office regarding the “solid evidence” of the laboratory birth of AIDS. “If there was a federal virus program that preceded HIV/AIDS, shouldn’t that program be reviewed?

The answer is YES. The program was(is) called The U.S. Special Virus (Cancer) Program (1962 – 1978). To date over four million people have downloaded the program’s 1971 “research logic” flowchart. See, www.boydgraves.com/flowchart/.

The 1971 flowchart is “absolute evidence” of the design, purpose and intent of this federal program.

In the 1971 progress report, page 105, the United States isolates the HIV virus as the esp-1 virus and records the electron microscope accordingly. See, Nature New Biology, Vol. 232, pp. 140 – 2, 1971. The 1971 microscope is “identical” to the government’s 2008 poster, “Understanding HIV and AIDS”. Additionally, a 1971 Science article confirms the development of the esp-1 virus. See, google: “Special Virus Cancer Program: Trevails of a Biological Moonshot”.

The June 9, 1969 testimony of the U.S. Pentagon confirms HIV/AIDS is a “synthetic biological agent”. See, U.S. House Resolution 15090, page 129. See also, google: “Better” Than the Bomb.

More important however than any of the points identified thus far, is the fact, there is a second question. “If there is a patented CURE for AIDS, shouldn’t we al least begin “clinical trials”? Dear Faye: Thank you for your email regarding the candidacy of Senator Obama for President. I would be happy to suggest to our four million people that he is the right choice for President. We do need a favor, in turn.

Senator Obama is a sitting member of Congress and the American people should not have to wait until the "next" President to deal with the solid evidence of a federal virus program that preceded HIV/AIDS and the fact the CURE for AIDS has been merely sitting on the shelf. Senator Obama does not have to wait until he is President, he can TODAY call for the AIDS Truths and Reconciliation Commission. Our current President is playing the company line, AIDS is a plague of nature. The Icelandic sheep origin of HIV means nothing, it is going to be a monkey and an African no matter what!

However, in the face of the 15 progress reports of the U.S. Special Virus program (1962 - 1978), the evidence is overwhelming. ANY REVIEW TODAY OF THE U.S. SPECIAL VIRUS PROGRAM WILL SOLVE AND END HIV/AIDS.

Senator Obama does not have to wait until he is President to address a federal virus program that preceded HIV/AIDS. How many more people, both Black and White will die from the synthetic AIDs virus if he waits another year, before he is "allowed" to call for an AIDS Commission?

WASHINGTON, Date -- A public interest group is asking for a new congressional investigation into the origin of AIDS. Dr. Boyd Ed Graves, AIDS director for the Common Cause Medical Research Foundation, has written to Rep. John P. Murtha, D-Pa., chairman of the House Appropriations subcommittee on defense, asking for a probe of possible involvement by the Pentagon in creating the special virus that is now involved in AIDS.

Graves cited a letter from Pentagon official A.H. Passarella from 1999 in which the official "confirmed AIDS is a synthetic biological agent." Graves , who has long championed federal and other investigations into the root causes of the AIDS epidemic, said his research traces the virus's origin to a disease called visna that began killing sheep in Iceland in 1932. He contends that deaths were associated with experiments by Nazi scientists.

After importing the scientists to the U.S. , Graves contends that there is a connection to subsequent experiments and activities by the Defense Department – recorded as requests for appropriations – that link the government actions to the disease. The research has shown that the AIDS virus was developed under the Special Virus program, associated with cancers, and was possibly part of biological warfare activities.

In his letter to Murtha, Graves wrote: "These Appropriations are part of the concrete evidence the American people and the people of the world have compiled with respect to our resolve to know the truth. In this regard and in support of the foregoing, we have an additional question for the U.S. Congress: If there was a federal virus development program that preceded HIV/AIDS, should that program be reviewed."

In his letter, which also went to Rep. Don Payne, D-N.J., chairman of the House subcommittee on Africa and global health, Graves wrote: "The U.S. Special Virus program began officially in 1962 and ended in 1978. The program produced 15 progress reports and is coordinated by a 1971 flowchart blueprint. We believe this Congressional Committee has the jurisdiction and the authority to address the concerns of so many Americans and others."

I can’t think of any more fitting time than the anniversary of Dr. Martin Luther’s birthday to submit this article by Boyd Graves, an African American who has first-hand knowledge of AIDS and has sustained his life by his own research into viable cures. He has also persistently contributed to combating AIDS by submitting his findings to those in power to bring about “positive” changes in attitude towards cures at home and around the world.

As expected, he has been largely ignored, if not persistently harassed by elements in power. The below article is a perfect example, originally published on December 13, 2007, and forwarded with other materials by Dr. Graves to Speaker of the House Nancy Pilosi and Joe Leonard of the Congressional Black Caucus. In the name of Dr. King, let us assert one more time that We Shall Overcome, not just politically, but medically as well. Let there be life for our world, all of it. JM. . . .

In the Fall of 1990, two medical researchers, Drs. William Lyman and Steven Kaali, working at Albert Einstein College of Medicine in New York City made an important discovery. They found that they could inactivate the HIV virus by applying a low voltage direct current electrical potential with an extremely small current flow to AIDS infected blood in a test tube. Initially, they discovered this in the lab by inserting two platinum electrodes into a glass tube filled with HIV-1 (type 1) infected blood.

They applied a direct current to the electrodes and found that a current flow in the range of 50-100 microamperes (uA) produced the most effective results. Practically all of the HIV viral particles were adversely affected while normal blood cells remained unharmed. The viral particles were not directly destroyed by the electric current, but rather the outer protein coating of the virus was affected in such a way as to prevent the virus from producing reverse transcriptase, a necessary enzyme needed by the virus to invade human cells.

Reverse transcriptase allows the virus to enter a human T cell line (called CEM-SS) and commandeer the DNA reproduction machinery. After using the host cell to reproduce itself into thousands of new virii, the swollen host cell (now called syncytia or giant cell) will burst and spew the contents into the bloodstream or lymph system. This is how the virus spreads, but lacking reverse transcriptase, the HIV virus can't invade the host cell and it becomes vulnerable to destruction by the body's immune system. (The details of this experiment can be read from Kaali's patent application.)

A brief announcement of this discovery appeared in The Houston Post (Mar 20, 1991), then in Science News (Mar. 30, 1991 pg. 207) and later in Longevity magazine: (Dec.1992 pg. 14). Following their work in the Fall of 1990, Kaali and Lyman presented their findings at the First International Symposium on Combination Therapies (an AIDS conference) in Washington DC on March 14th, 1991. Kaali outlined two methods for treating an AIDS patient with this new therapy: One method involved removing a small amount of blood, electrifying it and then returning it to the patient's body. The second method involved sewing a miniature electrifying power supply along with two tiny electrodes directly into the lumen of an artery. For long term treatment, the mini electrifying unit needed to be removed and relocated to a new artery site after 30-45 days since scar tissue and calcification forming around the implant unit would lead to artery blockage. Kaali (along with co-inventor Peter Schwolsky) filed for a patent on this implantable electrifying device on Nov 16, 1990 and nine months later was granted patent #5,139,684 on August 18, 1992.

It's interesting to note two things here:

1. In order to obtain a patent from the United States Patent Office, Kaali and Schwolsky had to prove that the device works as claimed. Lacking solid proof, US patents are simply not granted.

2. Very often it takes years to obtain a patent, yet this patent was granted in only nine months; a further indication to me of the strength of their demonstrated claims

It's also interesting to note that other than the 3 publications mentioned above and the March '91 AIDS conference, nothing again appeared in print, radio, or TV about this important discovery as a potential treatment and cure for AIDS from Kaali and company. Most knowledgeable observers feel that Kaali and Lyman's discovery was intentionally suppressed following the March '91 AIDS conference presentation.

If AIDS research was on the level and not the sham that it actually is, this should have made front page news around the world. (Around 1999, I was contacted by a woman with AIDS who had managed to reach Dr. William Lyman over the phone. She asked him about his experiments with Kaali regarding blood electrification and if she could obtain the treatment through them. Lyman denied any knowledge of any AIDS treatment or cure. He said he never heard of Dr. Kaali and he had no idea what she was talking about concerning blood electrification and then hung up on her. What does that tell about the power of the people behind the suppression of this discovery?)

Dear Chairman Payne:

After contacting the Committee staff I hereby submit this request to provide testimony before Congress regarding my “Global Plan to End HIV/AIDS,” and the progress made to date.

During the year 2007, our efforts have led to the brink of clinical trials of the AIDS CURE in both Zambia and Angola. We seek the jurisdiction of the subcommittee for further oversight and direction.

In 1997, the United States patented the CURE for AIDS, U.S. patent#5676977. Go to www.uspto.gov. Part of the “Global Plan to end HIV/AIDS” is the initiation of “clinical trials” of the patented CURE for efficacy, protocol and modality. We believe this Congressional subcommittee is the appropriate Congressional authority to oversee the clinical trial testing of the ten year old patented CURE for AIDS.

Part two of the “PLAN” is a review and investigation of the U.S. Special Virus program (1962 – 1978). According to the experts, this federal program lies at the heart of the origin of HIV/AIDS. Specifically, the U.S. Special Virus program made the esp-1 virus in 1971. Under electron microscope, the esp-1 virus is identical to HIV. This point is further underscored when you compare the 1971 electron microscope of the esp-1 virus to the 2008 government HIV/AIDS poster, “Understanding HIV and AIDS.”

Mr. Chairman, how can the 2008 government poster of HIV/AIDS be identical to a photo from 1971? Further still, Congress funded the development of HIV/AIDS on June 9, 1969. See, U.S. House Resolution 15090, page 129.

The record reveals Congress funded the development of HIV/AIDS as early as May 1946. See, “Better” Than the Bomb, Time Magazine, June 3, 1946.

The record reveals that HIV/AIDS is a product of recombinant genetics, best highlighted by the “sheep” cells in its genome. The “visna” sheep cells alone PROVE HIV/AIDS is a synthetic biological agent EXACTLY as requested by the U.S. Pentagon on June 9, 1969. See, Science, Vol. 227, pp. 173 – 7, January 1985, see also, PROC NAS, Vol. 83, pp. 4007 – 11, June 1986, PROC NAS, Vol. 92, 3283 – 87, April 11, 1995.

According to the Proceedings of the United States of America, HIV/AIDS evolved from an “Icelandic” sheep disease! In fact the very strain is from 1932 (strain ks-1514). When we began giving syphilis to African Americans, we also began testing the infectious agent of HIV/AIDS on the sheep in Iceland. Tuskegee was not an isolated event!

In any testimony before your Committee we can conclude the evidence confirms HIV/AIDS is the result of a century long hunt for a contagious cancer that selectively kills. We also conclude the clinical trials of the patented CURE for AIDS should begin immediately as the health of Africa and the world begins the process of recovery from the greatest man made calamity in the history of the known world.

Dear Bob:

Please give me a return call to see if you can join me for a debate on the “ORIGIN of AIDS” to be held at Northern Illinois University on February 7, 2008. You may recall we have previously spoken on this issue and you have given conflicting answers, perhaps understandably so. However, on 60 MINUTES you stated that “monkeys” were the best bet for the origin of HIV/AIDS, in the sense that they do bite (Africans). In contrast, however, you conclude in your autobiography that “sheep” are the etiological origin of HIV/AIDS. See, page 157.

The question is: “When did visna cross species”? You conclude in your 1985 science article that HIV/AIDS evolved from an “Icelandic sheep disease” (visna). See, Science Vol. 227, pp. 173 – 7, January 1985. You also provide electron microscopes to show the ‘identical nature’ of HIV and visna. Since visna has been around since Tuskegee ( 1932), how could HIV have been a mystery to you?

Please give me a call and try to join me in debate on this most important matter. Your empty podium will be reflective of the truth about the U.S. Special Virus program (1962 – 1978). According to the fifteen progress reports of this secret federal virus development program, you were a “Project Officer”. See, page 104, progress report #8 (1971) U.S. Special Virus program. In this capacity you isolated a human retrovirus (the esp-1 virus) and reported it on page 335 as paper #650, “Reverse Transcriptase of Type C Virus Particles of Human Origin”. See, Nature New Biology, Vol. 232, pp. 140 – 4, 1971.

Your 1971 electron microscope of the esp-1 virus is identical to your 1985 electron microscope of HIV/AIDS. Also, the current government anatomical poster, “Understanding HIV and AIDS” is equally, frighteningly similar.

The sheep sequences in HIV ALONE prove HIV/AIDS did not come from monkeys and Africans, but from the recombinant laboratories of the United States , under your leadership. I await your call.

President Bush named principal in AIDS origin lawsuit

NINTH CIRCUIT NAMES GORGE W. BUSH (OFFICE OF THE PRESIDENT) IN AIDS ORIGIN APPEAL

SAN DIEGO - The Ninth Circuit today strengthened the activism of AIDS activist, Boyd Ed Graves, as it named the “Office of the President (George W. Bush) as the principal defendant in the federal appeal. The appeal has been assigned Case No. : 07-56782.

At issue in the Ninth Circuit is whether or not the former attorney general (Gonzales) was ‘served’ in which to allow the lawsuit to go forward.

“On appeal, we will show the former attorney general received the Complaint on May 17, 2007, long before the lower court’s July dismissal," Graves said.

Court observers believe Graves has an excellent chance on appeal, and the further subsequent disclosure of the U.S. Special Virus Program (1962 – 1978), which many believe is the laboratory birth of AIDS.

The Ninth Circuit has issued the briefing schedule in the case. The whole world is watching.

Dear Mr. Attorney General:

I write today to seek a response regarding an ongoing case before the federal government. On May 17, 2007, Attorney General Gonzales received certified mail of the federal complaint, yet the Southern District of California dismissed the case for failure to serve (without prejudice) July 25, 2007.

Upon the filing of the new complaint, the Court “rejected” the complaint without comment. The whitewashing of the U.S. judicial system will never allow this specific case to be heard without your extraordinary intervention.

However, all across the country and the world, this case is being heard. Mr. Attorney General, today, over four million people have the U.S. document evidence proof of the laboratory birth of HIV/AIDS. See, www.boydgraves.com/flowchart/

The Justice Department can no longer have it both ways. There is a substantial basis in U.S. law and fact for the allegation and the conclusion the United States made AIDS.

Chief amongst the evidence:
1. the 1971 blueprint of the program.
The 1971 “research logic” flowchart of the U.S. Special Virus program is first located at page 61 of progress report #8 (1971). The preceding sixty pages answer every question as to the “purpose”, “desire” and “intent” of the United States to make a “candidate human virus”. Any review of the U.S. Special Virus program and its fifteen progress reports will solve and end HIV/AIDS. Specifically, according to the 1972 report, the United States began testing the AIDS vaccine in 1972.

2. the 1997 CURE for AIDS
Any review of the U.S. Special Virus program will further prove the program is based on a “mouse model” and that a CURE for AIDS was developed in the laboratory mice. See, U.S. patent# 5676977.

3. U.S. House Resolution 15090
The page 129 testimony proves beyond a shadow of a doubt the United States has subrogated the U.S. Constitution. The early files are located in the National Research Council of the National Academy of Sciences. This Congressional funding of AIDS development is consistent with Foreign Policy Statement-21 (“FPS-21”), February 1948. It is also consistent with the 1946 Appropriations, See, “Better” Than the Bomb, Time Magazine, June 3, 1946.

4. U.S. Public Law 91-213
On March 16, 1970, President Nixon handed out pens as he signed the development of HIV/AIDS into law. Even before 15090, Fort Detrick’s April 4 -5 , 1969 conference, “Entry and Control of Foreign Nucleic Acid” led the way. These conference papers will also show the complete criminal culpability of our government to make a silent weapon for a quiet war contrary to the United States Constitution and every world governing authority regarding genocide, weapons of mass destruction and human life. Nixon was clairvoyant, there ‘WERE explosive deaths in the last third of the 20th Century.

5. NSSM-200
At the 1974 World Population Conference in Bucharest, Romania, the African leaders ‘balked’ at the idea of the “introduction” of AIDS (only) in Africa and only to Blacks. The United States agreed to give it to White people here. The United States recruited 1086 White, promiscuous homosexuals and gave them AIDS (the U.S. Special Virus) in batch #751 of Merck’s experimental hepatitis b vaccine. It is alleged the U.S. Department of Justice is illegally withholding this specific information.

6. Nixon’s July 18, 1969 Secret Memo on Overpopulation
This Memo speaks for all the good, innocent citizens who are dead who believed in our Constitution.

7. The sheep (visna) etiology of AIDS
ACCORDING TO THE NATIONAL ACADEMY OF SCIENCES, HIV/AIDS EVOLVED FROM AN “ICELANDIC” SHEEP DISEASE. See, Science, VOL 227, pp. 173 – 7, January 1985. See also, PROC NAS VOL 83, pp. 4007 – 11, June 1986, PROC NAS Vol 92, pp. 3283 – 3287, April 11, 1995. The Icelandic sheep sequences defy explanation in the genome of HIV/AIDS for a number of reasons. Most noticeable however is the narrative associated from the United States progress reports. On page 39 of progress report #8 (1971), the United States concedes that visna had not yet been associated with human disease. However, on July 18 1983 Dr. Matthew Gonda informed the U.S. AIDS Task Force that HIV/AIDS had evolved from visna. When and how did visna “cross species” between 1971 and 1983 so as to become the ‘etiological agent’ of HIV/AIDS? The issue of reparations revolves around the visna in my blood. A simple oral swab for a human test for visna will determine the reparations issue. If I test affirmative for visna. I should be repaired.

8. The missing progress reports
Dr. Alan Rabson was a member of the “Developmental Committee” of the U.S. Special Virus program and as Deputy Director of the National Cancer Institute, he has removed progress reports #’s 14 and 15 of the U.S. Special Virus program from the NCI archives. Dr. Rabson has been maintained in his position solely to allow the U.S. Special Virus program to fester. His actions are in clear violation of U.S. law.

Mr. Attorney General, we believe there is no more important an issue than one that seeks to buttress the Constitution. We write today to strengthen the security of our homeland, the United States of America, by requesting an investigation into the U.S. Special Virus program (1962 – 1978), its 1971 flowchart and fifteen progress reports, as well as the ten-year on the shelf CURE for AIDS, U.S. patent#5676977. U.S. District Judge dismisses AIDS Origin lawsuit

SAN DIEGO - The blind hand of 'justice' moved swiftly today dismissing the latest AIDS Origin lawsuit filed by human rights' activist and HIV/AIDS advocate, Dr. Boyd Graves. U.S. District Judge Larry A. Burns threw Dr. Graves litigation out of court without comment today after Dr. Graves refiled last week.

“He (Judge Burns) has certainly violated the federal rules,” Graves said. “He dismissed the complaint prior because of “lack of service” on then U.S. Attorney General Alberto Gonzales; however, he dismissed 'without prejudice.' In essence this federal judge got it both ways.”

Dr. Graves spearheads nearly a decade of litigation dedicated toward exposing the formerly secret U.S. Special Virus Program, a fifteen year covert virus development program that create thousands of liters of new synthetic and chimera type viruses. Dr. Graves and his legion of medical doctors and scientists state HIV/AIDS is the U.S. Special Virus.

“He allows for the continued secrecy of the federal program that made HIV/AIDS and precludes us from further bringing the Freedom of Information Act lawsuit for “full disclosure” of the U.S. Special Virus Program.”

Graves has sued the government several times on this issue from Freedom of Information Act lawsuits for recovering the 'missing' documents to controversial litigation demanding 'make whole relief' reparations for every victim of HIV/AIDS and the U.S. Special Virus Program. Despite today's dismissal, Graves indicates litigation will continue.

Graves has posted the 1971 U.S. Special Virus Research Logic Flow Chart he discovered in 1999 on his web site www.boydgraves.com where he says over 4 million people around the world have now seen the government's formerly secret blueprint for making HIV/AIDS. Graves is the author of two books, “STATE ORIGIN,: The Evidence of the Laboratory Birth of AIDS” and “WORLD WAR AIDS: The Third World War” both books chronicling his fight against HIV/AIDS. The books follow Dr. Graves' important work from the U.S. Supreme Court and the U.S. General Accounting Office investigation to the woodlands of Africa. AIDS activist to refile AIDS origin lawsuit

SAN DIEGO - International AIDS Activist, Boyd Ed Graves, J.D. will re-file the Freedom of Information Act (FOIA) lawsuit against the United States for “full disclosure” of the formerly secret U.S. Special Virus Program (1962 – 1978). According to medical experts, any review of this formerly secret federal virus development program will solve and end HIV/AIDS.

“The annual progress reports of this federal program (some fifteen) had lain dormant for some thirty years until the people began inquiring,” Graves said. “Then Dr. Alan Rabson removed progress reports #14 and progress report #15, representing the years 1977 & 1978.”

“The law requires Dr. Rabson to return all of the confiscated progress reports to the archives. The United States' Constitution says I have a right to life, this federal program proves I do not,” Graves said.

“We continue to seek accountability of the U.S. Special Virus program. Thus far to no avail in any part of our trilateral government. To date over four million people now possess knowledge of the 1971 blueprint of the federal program to make HIV/AIDS.” See also: www.boydgraves.com/flowchart/.

The case was dismissed by Federal Judge Larry A. Burns of the Southern District of California earlier this summer when Graves failed to serve the U.S. Attorney General. However, the record reveals then acting U.S. Attorney General Alberto Gonzales indeed received notice of the lawsuit in May 2007, via certified mail and took no action of his own initiative.

No one in this U.S. government has downloaded the 1971 flowchart nor does any U.S. official have anything to say about U.S. House Resolution 15090, according to Graves. There is a substantial basis in U.S. law and fact for the allegation and the conclusion that the United States intentionally made HIV/AIDS with the purpose for use as a population control weapon; a quiet and silent holocaust of people of color, in the name of future White Americas. Graves cites U.S. Public Law 91-213, signed by then President Richard Nixon March 16, 1970.

“Know the truth about HIV/AIDS and the U.S. Special Virus program,” Graves said. “Then stand up and do something about it!”

Conveniently forgotten by scientists and medical journalists was the fact that surgeons had been transplanting chimpanzee parts into human beings for decades. When Keith Reemtsma died in June 2000, at age 74, he was hailed as a pioneer in cross-species organ transplants (now known as xenotransplantation). By 1964 he had already placed six chimpanzee kidneys into six patients. All his patients died, but eventually Reemtsma succeeded in many successful human-to-human organ transplants.

Much more likely to have spread animal viruses to human beings is the largely forgotten Special Virus Cancer Program (SVCP). This research program was responsible for the development, the seeding, and the deployment of various animal viruses, which were capable of producing cancer and immune system damage when transferred between animal species and into human cells and tissue.
The SVCP began in 1964 as a government-funded program of the National Cancer Institute (NCI) in Bethesda, Maryland. Originally designed to study leukemia and lymphoma forms of cancer, the program was soon enlarged to study all forms of cancer.

The SVCP marshalled many of the nation's finest virologists, biochemists, immunologists, molecular biologists, and epidemiologists, at the most prestigious institutions in a coordinated attempt to assess the role of viruses in causing human cancer. Many of the top AIDS scientists, including Dr. Robert Gallo (the co-discoverer of HIV), Myron (Max) Essex (of "cat AIDS" fame), and Peter Duesberg (who claims HIV is not the cause of AIDS), were connected with the Program.

The scope of the program was international and included scientists from Japan, Sweden, Italy, the Netherlands, Israel, and even Uganda, Africa. A main mission of the SVCP was to collect various human and animal cancers from around the world and to grow large amounts of cancer-causing viruses. In the process, many animal viruses were adapted to human cells. These cultured viruses would then be shipped to researchers throughout the world.

An annual report of the accomplishments of the SVCP was published by the NCI. The 1971 SVCR report indicates a mouse leukemia virus had been adapted to grow in human cells. A "hybrid virus" - a mixture of a mouse sarcoma and a cat (feline) leukemia virus - was engineered and grown in cat cells. Chicken and feline retroviruses produced cancer in monkeys. Mouse-cat virus hybrids and feline leukemia virus were adapted to human cells in tissue culture. Thus, "species jumping" was a common occurrence in these experiments.

Biological Warfare, Primate Research and the SVCP

Also joining forces with the SVCP at the NCI were the miltary's biological warfare researchers. On October 18, 1971, President Richard Nixon announced that the army's biowarfare laboratories at nearby Fort Detrick, Maryland, would be converted to research on the cause, prevention, and treatment of cancer. As part of Nixon's so-called War on Cancer, the military biowarfare unit was retitled the new Frederick Cancer Research Center. Litton Bionetics was named as the military's prime contractor for this project.

The 1971 annual report noted that one of the primary tasks of the now jointly connected National Cancer Institute-Frederick Cancer Research Center was "the large scale production of oncogenic (cancer-causing) and suspected oncogenic viruses to meet research needs on a continuing basis." Special attention was given to primate viruses (the alleged African source of HIV) and "the successful propagation of significant amounts of human candidate viruses."
Candidate viruses were animal or human viruses that might be capable of intiating human cancers. And primate cancer-causing viruses were adapted to 'normal' human cells.

A steady supply of research animals (monkeys, chimpanzees, mice, and cats) was necessary, which resulted in the establishment of breeding colonies for the SVCP. Healthy animals were shipped in from various parts of the world for breeding purposes and experimentation; and virus-infected animals were shipped out again to various labs.

By 1971, a total of 2,274 primates had been inoculated at Bionetics Research Laboratories, under contract to Fort Detrick. Over 1000 of these monkeys had already died or had been transferred to other primate centers. (Some animals were eventually released back into the wild). By this time, experimenters had spread lymphoma-producing viruses into several species of monkeys, and had also isolated a monkey virus (Herpesvirus saimiri) that would have a close genetic relationship to a new Kaposi's sarcoma virus that produced the "gay cancer" of AIDS a few years later.

In order to prime primates and other research animals to acquire cancer, their immune system was deliberately suppressed by drugs, radiation, or cancer-causing chemicals or substances. The thymus gland and/or the spleen was removed, and viruses were injected into newborn animals or into the womb of pregnant animals. Some animals were also injected with malaria to keep them chronically sick and immunodepressed.

Primates (especially newborn and baby chimpanzees) were the most favored lab animals because they were most similar biochemically and immunologically to human beings, and because there would be no official testing of these lab viruses on humans. An irradiated rhesus monkey colony supplied animals for transplantation experiments.

Robert Gallo was a project officer of a primate study contracted by Bionetics that pumped cancerous human tissue, as well as a variety of chicken and monkeys viruses into newborn macaques (a small species of monkey). This 1971 SVCP report (NIH-71-2025) declared: "Inasmuch as tests for the biological activity of candidate human viruses will not be tested in the human species, it is imperative that another system be developed for these determinations and, subsequently for the evaluation of vaccines or other measure of control. The close phylogenetic relationship of the lower primates of man justifies utilization of these animals for these purposes."

Researchers at Bionetics evaluated the long-term cancer effects of injecting human and animal cancer material into various species of monkeys. Newborn monkeys, irradiated monkeys, and monkeys primed with cancer-causing chemicals, were injected with blood ("using multiple sites and volumes as large as possible") taken from various forms of human leukemia. In other studies, tissue cultures infected with various animal viruses were inoculated into primates. Many kinds of human cancer tissue were injected into the animals. How many "new" and "emerging" viruses were created and adapted by the SVCP is not known. And it is unlikely that complete records of this animal cancer virus experimentation will ever be examined.

Cats were also bred for leukemia and sarcoma cancer studies. An inbred germfree colony of mice was established. Mouse cancer viruses were manipulated to produce resistant and non-resistant strains. These adapted viruses would be employed in the 1980s in human gene replacement experiments. Such experiments utilized a weakened strain of the mouse leukemia virus to infect and "taxi-in" the missing genes to genetically-defective human cells.

The End of the SVCP and the Birth of AIDS

By 1977 the SVCP came to a inglorious end. According to Gallo, "Scientifically, the problem was that no one could supply clear evidence of any kind of human tumor virus, not even a DNA virus, and most researchers refused to concede that viruses played any role in human cancers. Politically, the Virus Cancer Program was vulnerable because it attracted a great deal of money and attention and had failed to produce dramatic, visible results."

Despite all this, the SCVP was the birthplace of genetic engineering, molecular biology, and the human genome project. More than any other program it built up the field of animal retrovirology, which led to the vital understanding of cancer and immunosuppressive retroviruses in humans. Like manna from heaven, AIDS in gays put the virologists back in business. And HIV, a cancer-causing and immunosuppressive retrovirus, would make Robert Gallo the most famous scientist in the world.

Few people understand clearly that AIDS is a new form of cancer, and this aspect of AIDS has not been publicized for obvious reasons. Physicians have always told their patients that cancer is not contagious or sexually transmitted. Virologists wanted AIDS and "gay cancer" to be a new disease because HIV was supposedly brand new. It was easier to blame gays for initiating this new disease with their sexual lifestyle than it was to point the finger at scientists. And if AIDS was connected to animal cancer research, some people might wonder if the new disease had anything to do with all those species jumping experiments in the 1970s. Making people understand that AIDS is cancer would only confuse them.

And so, instead of looking for the source of HIV in the thousands of animal cancer experiments performed througout the world, the virologists insisted on looking for the source of the virus in primates in the African rainforest.

The Pre-AIDS Gay Hepatitis B Experiments (1978-1981)

As the SVCP was winding down, thousands of gay men were signing up as guinea pigs for government-sponsored hepatitis B vaccine experiments in New York, Los Angeles, and San Francisco. In a few years these cities would become the epicenters for "gay-related immune deficiency syndrome, " later known as AIDS.

Could virus-contaminated vaccines lie at the root of AIDS? In the early 1970s the hepatitis B vaccine was developed in chimpanzees, now widely accepted as the animal from which HIV supposedly evolved. To this day, some people are fearful about taking the hepatitis B vaccine because of its original connection to gay men and AIDS; and older physicians remember the original experimental hepatitis vaccine was made from the pooled blood serum of hepatitis-infected homosexuals.

Was HIV "introduced" into gays during these vaccine trials when thousands of homosexuals were injected in New York beginning in 1978, and in the West Coast cities in 1980-1981?

AIDS first erupted in gays living in New York City in 1979 a few months after the experiment began in Manhattan. The astounding and statistically significant fact is that 20% of the gay men who volunteered for the hepatitis B experiment in New York were discovered to be HIV-positive in 1980 (a year before AIDS became "official" in 1981). This would mean that Manhattan men had the highest incidence of HIV anywhere in the world, including Africa, the supposed birthplace of HIV and AIDS. The fact is that definite, proven cases of AIDS in Africa would not appear until 1982.

Some researchers are convinced that these vaccine experiments served as the vehicle through which HIV was "introduced" into the gay population in America. Nevertheless, AIDS scientists have downplayed any connection of AIDS with the vaccine. My own extensive research into the hepatitis B experiments is presented in AIDS and the Doctors of Death: An Inquiry into the Origin of the AIDS Epidemic, published in 1988. Also included in this book is evidence suggesting "patient
Zero" story of 1987, which claimed a promiscuous gay Canadian airline steward brought AIDS to America. Montagnier "is doubtful that the American epidemic could have developed from a single patient."

Montagnier admits that he stands apart from Robert Gallo on many matters. In a mind-blowing statement he declares "Gallo was not a medical doctor, but rather a biochemist by training. His limited experience with viruses at the time perhaps explains his misinterpretations and the contaminations that occurred in his laboratory." ( Gallo has always declared himself as a physician. If he is not, then we certainly do have a conspiracy problem on our hands.)

What is obvious from their authored books is that while the continent of Africa dies, these two top scientists in AIDS research continue their vendetta in print, and continue to promote their own pet theories on the origin of HIV and AIDS to an adoring scientific community.

"Gay and Straight" Strains of HIV and Sexual Preference

It is common knowledge that AIDS is a heterosexual disease in Africa, and that AIDS started exclusively as a gay disease in the United States. Although the public was told early on that "no one is immune from AIDS", the fact remains that even now (20 years after the first AIDS cases) 80% of the new AIDS cases in America are gay men, IV drug addicts, and their sexual partners. Why is this? Certainly HIV does not discriminate between sexual preference and race! Or does it?

In the mid-1990s molecular biologists identified at least 8 different subtypes (or "clades" or "strains") of HIV that were infecting various people around the world. Remarkably, it turns out that the "B" strain is the predominant strain infecting gays in the U.S. Even more remarkable is that this strain of HIV has an "affinity" to infect rectal tissue, thus explaining why gays are more likely to get AIDS than straights. In contrast, the HIV strains common in Africa have an affinity for vaginal and cervical cells, as well as for cells of the foreskin of the penis. Thus, HIV is more likely to infect heterosexuals in Africa.

How do we know this? Max Essex (a Harvard veterinarian who performed pre-AIDS experiments transferring feline leukemia virus between cat populations) tested subtype E strains of HIV from Thailand. He discovered that this Asian strain readily infected women's genital cells of the vagina and cervix. But the "gay" B strain of HIV did not infect them as easily.

AIDS experts tell us American AIDS came from Africa, but the strain of HIV prevalent in gay men is almost never seen in Africa! How is this possible? Were strains of HIV engineered to adapt easily to cells likely to be infected in gay sex? Or adapted to genital cells involved in vaginal sex?

We know scientists in the SVCP were able to adapt certain retroviruses to infect specific kinds of cells. As early as 1970 biowarfare scientists were learning to design certain infectious agents (particularly viruses) that would attack the cells of certain racial groups.
More recently, in 1997, Stephen O'Brien and Michael Dean of the Laboratory of Genomic Diversity at the National Cancer Institute have shown that one out of ten white people have AIDS-resistant genes, whereas blacks in Africa have none. Is this simply another peculiarity of a virus that jumped species in the African bush? Or is HIV a designer virus, specifically adapted in its subtypes to infect certain racial groups and gay people?

When AIDS appeared in 1981, health officials assured the "general public" that there was nothing to fear. "AIDS is a gay disease" was the phrase repeated over and over again in a media blitz. As late as 1987, Robert Gallo told Playboy reporter David Black, "I personally don't know of a single case (in America) of a man getting the (AIDS) virus from a woman through heterosexual intercourse."

In Africa, where AIDS affects men and women in equal numbers, Gallo's explanation to Black was: "It happens, but that may be due to differences in sexual practices, more promiscuity or to a greater incidence of venereal disease." Gallo give Playboy his reassurance of the future of heterosexual AIDS in America: "AIDS will never become an overwhelming danger to the general public."

Solving the Mystery of the Origin of AIDS

The pre-AIDS species jumping experiments of the Special Virus Cancer Program (SVCP) have been largely expunged from the history of HIV and AIDS. The viral contamination problems inherent in viral research have also been downplayed. As a result, the origin of HIV and AIDS has been distorted and obscured.

A serious examination of the SVCP provides "missing links" to the possible laboratory origin of HIV. The ability of SVCP scientists to produce "new" diseases with cancer-causing animal viruses is a matter of record. The ability of animal viruses to easily contaminate laboratory experiments and vaccine manufacture is also well known. All these factors make the man-made theory of AIDS rational and compelling.

The U.S. ORIGIN of HIV/AIDS:
Before and After 9-11

ANYONE who reads the response[1] to the June 2002 GAO ORIGIN of AIDS Report will clearly see the issue of the ORIGIN of HIV/AIDS was percolating at the same time when 9-11 occurred. The problem then was my Congressman, Congressman James Traficant. He had violated several U.S. House rules and was facing a prison sentence, where he currently is.

9-11 placed 100 million tons of demolition on the solid evidence of U.S. documents which prove the laboratory birth of HIV/AIDS. As it was then, it is now, if we review and investigate the U.S. Special Virus Cancer program (1962 – 1978), we will solve and end HIV/AIDS.

However, beginning in July 2001, Congressman Traficant was intently interested in the U.S. ORIGIN of HIV/AIDS. As the response shows (footnote 1), initially, the Congressman’s staff was very interested and in fact, eager to proceed with getting an explanation for a federal virus development program that spent $550 million dollars of taxpayer money to create HIV/AIDS[2]. But after 9-11, the Congressman’s staff was distant and hostile. In fact after the GAO report came out, I was instructed to not contact the Congressman’s office again. This was the same response from the Ohio Senators (Voinovich and DeWine).

Although the GAO ORIGIN of the AIDS Virus report is seriously purposefully flawed, it provides incredible insights as to the depth this government will go to hide its criminal behavior.

All my life I thought I had an inalienable right to life, the U.S. Special Virus program proves I do not. Beginning in May 2000, the government was alerted the people had found the 1971 “research logic” flowchart[3]. In a May 15, 2000 letter, Dr. Victoria Cargill, Medical Officer for the Office of AIDS Research, National Institutes of Health (NIH) located the 1971 flowchart of the development of HIV/AIDS in the archives of the National Cancer Institute (NCI). She forwarded the information to Dr. Alan S. Rabson, Deputy Director, NCI.

Dr. Rabson was a member of the Developmental Committee of the Special Virus program[4], and has a vested interest in the truth not being known. Dr. Rabson removed progress reports #14 and 15 from the NCI archives in an effort to thwart any investigation into the secret virus development program. Dr. Rabson also informed the GAO their June 2002 report is accurate.

What we see here is a total subterfuge of the U.S. Constitution. I have never had a right to life. There is a ‘curtain’ surrounding the issue of the ORIGIN of HIV/AIDS. The curtain manifests itself in the fifteen progress reports of this secret program. Since 9-11 there has been tremendous hesitancy on the part of U.S. officials to address the call for review of this federal virus development program. The reason is: ALL roads lead to the early 20^th Century U.S. eugenics program that birthed Adolph Hitler.

Although Hitler died, his racist, biological scientists all came to the United States and worked with prominent U.S. scientists, like Dr. Garth Nicolson[5] under Project Paperclip. However, it is the visna virus that wreaks of racism in the highest order. HIV/AIDS is associated with a 1932 strain of visna virus, strain ks-1514[6]. Remember, the syphilis experiments on African Americans began that year also.

Hitler sent 20 sheep to the island of Iceland , with two sheep carrying the visna disease. The sheep were spread out around the island and the genociders sat back and watched. What they found was, in six years, the herds in the company of the two sheep carrying visna virus were all dead. When they released HIV/AIDS @ 1978, they waited six years to announce they knew what the mystery illness was (April 1984). But upon closer examination, we find that Dr. Robert Gallo filed a patent for his intellectual property to ‘continuously produce HIV/AIDS[7].

We are certain 9-11 has not been properly placed in the total scheme of things. We are also certain, beyond any shadow of a doubt, the United States has developed the cure and vaccine for HIV/AIDS[8].

This 9-11 rekindle the fire for truth. We have addressed the smoke to long. Please download the 1971 flowchart. If we review the U.S. Special Virus program, we will solve and end HIV/AIDS. However, it is looking more and more as if people want stealth federal killings programs.

Six years ago, the American people and truth were pulverized. Yet, the truth continues to creep forward. We will garner a review of the federal program that made HIV/AIDS at some point. I wish we didn’t have to wait another six years. We are hopeful the AIDS review will be a part of the next Presidential administration. But, looking at the level of complexity of the U.S. government (to pull off a 9-11) it is doubtful this issue will ever see the light of day.

Dear Madam Speaker:

First let me say thank you for allowing your staff to contact me regarding the issue of the ORIGIN, VACCINE and CURE for HIV/AIDS.

Any review of the U.S. Special Virus (Cancer) program (1962 – 1978) will solve HIV/AIDS. According to page 2 of the 1971 progress report (#8), the purpose of the U.S. Special Virus program was to see if animal viruses (visna) could grow in certain human host cells. The 1971 progress report confirms visna had not yet been associated with human disease. See page 39.

At the July 18, 1983 AIDS Task Force meeting, Dr. Matthew A. Gonda confirmed that visna (not SIV) was the “etiological agent” of HIV/AIDS. Dr. Gonda then co-authored a science paper with Dr. Robert Gallo to further show the evolutionary relationship between HIV/AIDS and visna. See, Science, Vol 227, pp. 173 – 7, January, 1985.

In 1986, the National Academy of Sciences (NAS) reached the same conclusion. See, PROC NAS Vol 83, pp. 4007 – 11, June 1986. Further, in 1995, the NAS concluded that (because of the visna origin of HIV/AIDS), sheep were the best animal model for the testing of new HIV/AIDS inhibitors. See, PROC NAS Vol 92, pp. 3283 – 87, April 1995.

The sheep sequences in HIV/AIDS alone prove HIV/AIDS is the product of recombinant genetics. Otherwise, the United States would be able to cite a reference to the “cross species transfer” of visna into the human genome. There is none.

The visna virus has been nurtured over the past 75 years for the purposes of accomplishing a hidden eugenics plan of depopulation of people of color. The fifteen progress reports of the U.S. Special Virus program are filled with experiments and contracts on visna.

When this issue was previously presented to the government, prior to 9-11, the government found it convenient to postpone their report until June 2002. However, the report (below) was fraught with falsities for obvious reasons. The government did not respond to the people’s “Request for Factual Correction” (below).

Today, more than four million people have the 1971 flowchart blueprint of the Special Virus program. It proves that HIV/AIDS was designed and intended to be afflicted on the people. See, www.boydgraves.com/flowchart/

However, Phase IV-A holds the keys to some of the early work done to control and inhibit HIV/AIDS, including a 1972 VACCINE for HIV/AIDS.

As we have also pointed out, the government patented the CURE for AIDS in 1997. See , U.S. patent#5676977, www.uspto.gov .

U.S. House Resolution 15090, page 129 proves the U.S. Congress has consistently funded the continual development of HIV/AIDS in contradiction to the U.S. Constitution.

U.S. Attorney General Gonzales to answer AIDS origin lawsuit

SAN DIEGO - Federal Court Judge Larry Burns has issued an Order giving AIDS activist Boyd Ed Graves until July 27, 2007 to 'show cause' as to why his complaint should not be dismissed. At issue is Graves’ failure to ‘summon’ the United States Attorney General, Alberto Gonzales.

“When I filed the case on March 12, 2007 there was a waiver of summons form that I was unfamiliar with,” Graves said. Consequently Gonzales never received a ‘summons’ for the federal lawsuit.

However on May 12, 2007 Graves sent Attorney General Gonzales the federal lawsuit via certified mail, return receipt requested. On May 15, 2007 Attorney General Gonzales received the federal lawsuit as the return receipt reflects.

Graves will submit the proof of service by the Court’s identified deadline and will await an answer from the U.S. Attorney General.

“The Attorney General will not be able to explain why Dr. Alan Rabson, Deputy Director National Cancer Institute (NCI) has removed government documents form the archives of the NCI,” Graves said.

However to many observers familiar with Graves' case, this lawsuit will show the true conspiratorial nature of the United States to make HIV/AIDS and then rely on an abridged press and twisted judicial process to further hide the truth of the laboratory birth of HIV/AIDS, inside the formerly secret U.S. Special Virus Program (1962-1978).

Anyone who reviews the docket will see the African American Federal Judge Nathaniel Jones, had recused himself from Graves’ lawsuit on March 22, 2007 without explanation.

Dr. Boyd Ed Graves has developed a global following of his 15 years of HIV/AIDS ORIGIN research and his nine years of legal activism to compel the United States to admit the truths identified in the government documents.

“If we review the fifteen progress reports of the U.S. Special Virus program (1962 – 1978), we will solve and end HIV/AIDS. It is appalling we find all three level of government assisting the process to subrogate the U.S. Constitution. The U.S. Special Virus program PROVES, I have never had a right to life.”

An Appeal to the National Medical Association on the issue of solving HIV/AIDS

There is clear and convincing evidence a federal virus program preceded the onset of HIV/AIDS. We believe the NMA has an obligation to all Americans to review and investigate the U.S. Special Virus program (1962 – 1978).

According to the many physicians, this is the federal program at the genesis of HIV/AIDS. See, www.boydgraves.com/comments/. There are fifteen progress reports of the development of HIV/AIDS detailing every experiment and contract. A review of the 1971 report ( progress report # 8) reveals a “research logic” blueprint for the development of HIV/AIDS. See page 61. In addition, on page 2, the U.S. narrative reveals the purpose of this federal program. This federal program was established to see if animal viruses ( like visna sheep disease) could grow in human cells.

According to Dr. Matthew A. Gonda and Dr. Robert Gallo, HIV/AIDS ‘evolved’ from visna. See, Science, Vol. 227, pp. 173 – 177. January 1985. See also, PROC NAS Vol. 83, pp. 4007 – 11, June 1986.

Any review of this federal program will definitively solve HIV/AIDS. Equally true, also, if we begin the clinical trials of the U.S. patented CURE for AIDS, U.S. patent #5676977, we will rapidly be able to determine if we have found a supplemental treatment to assist people with HIV/AIDS.

As the physician leaders of the African American race, we ask that you undertake a formal review of the U.S. Special Virus program and the ten year old patented CURE for HIV/AIDS that has been merely sitting on the shelf. We are hopeful the NMA will recommit itself to the African American patient.

We have within our reach a vision of a world once again without HIV/AIDS, we believe your organization has a major part to play in restoring the lives of Americans afflicted with the synthetic HIV/AIDS.

Dear Chairman Feingold:

I write today to report on my recent trip to Africa. At the invitation of a Zambian businessman, I traveled to Lusaka last month for the purposes of convincing the Zambian government to begin the ‘clinical trials’ of the U.S. patented CURE for AIDS, U.S. patent number 5676977 (“TETRASIL”). Go to www.uspto.gov.

According to the U.S. patent office, Tetrasil is a one-time infusion for curing AIDS. As a recipient of the Tetrasil myself, I can personally attest to the many benefits that I have garnered over the past six years.

As Chairman of the African Committee I feel compelled to alert you of the African desire to be free of the U.S. AIDS virus. In this regard, your Committee has never addressed the federal virus development program that preceded HIV/AIDS. Although the U.S. development of HIV/AIDS permeates the entire 20th Century, the formal program began in 1962. The U.S. Special Virus program produced some fifteen yearly progress reports of every experiment and contract of the development of HIV/AIDS between 1962 and 1978.

It is incumbent upon your Committee to review and investigate this federal program. This is the same request we made of our government in 2000. Dr. Victoria Cargill, NIH’s Medical Officer for HIV/AIDS Research located the blueprint ( a 1971 flowchart) of the development of HIV/AIDS on May 15, 2000. Dr. Cargill forwarded the information to Dr. Alan S. Rabson, Deputy Director of the National Cancer Institute (NCI).

Dr. Rabson thwarted any further investigation of the U.S. Special Virus program because he is listed as a member of the “Developmental Segment” (of HIV/AIDS) in 1971. See, page 12, progress report #8 (1971), U.S. Special Virus program (1962 – 1978).

It is clear without oversight from this Committee and your leadership, there will always remain, even perhaps, purposefully so, some doubt that a monkey and an African could have been a ‘natural’ beginning to the greatest calamity in human history.

In light of the fifteen progress reports of this federal program, we are certain the African governments will require ‘explanation’ for the HIV/AIDS weapon. Any cursory review of the U.S. Pentagon’s sworn testimony of June 9, 1969 will definitively prove HIV/AIDS is the ‘synthetic biological agent’ sought by the U.S. Pentagon and paid for by the U.S. Congress.

I can assure the African governments have read page 129 of U.S. House Resolution 15090. Our President was factually incorrect when he declared in his 2003 State of the Union Address that HIV/AIDS was a plague of nature.

Mr. Chairman, if HIV/AIDS is a plague of nature, then where is the Pentagon’s synthetic agent, that was funded, that appears to do EXACTLY what HIV/AIDS does?

To Whom it may concern:

The May 27 Internet stream of the Zambian AIDS CURE contains a heading of “Zamiba (sp) Fake Drugs”. The VOA has violated its charter and mission pursuant to U.S. law. http://www.voanews.com/mediaassets/english/2007_05/Audio/mp3/Zamiba_Fake_Drugs.mp3

The VOA has violated U.S. Public law 94-350 in that the broadcast has clearly attempted to discredit the U.S. patented CURE for AIDS, “Tetrasil” as a “fake”. The Voice of America can not replace the modality of the clinical trials, however with its purposefully false pronouncement, the VOA has illegally sought to sway public opinion away from the U.S. patented CURE for AIDS.

The VOA violates its charter and the American people and the 100 million people of the world who depend on it for initial “objectivity”, when it refers to a U.S. patented product as ‘fake’ without any conclusionary evidence.

In this particular complaint, the VOA chose to label Tetrasil as fake, although the clinical trials are just getting underway and Zambian officials have not come to that same conclusion, and in essence hold out for the results of the trials. The VOA does not have a right to take away the hope of the people by intentionally false broadcasts.

Here, by purpose and intent, the VOA has sought to supercede the comprehensive clinical trial process to draw an inaccurate portrayal of a CURE for AIDS, that has already gone through comprehensive testing and been proven. The VOA has intentionally made a clear and effective attempt to draw public attention and interest away from a grass roots process that is truth and people driven.

Tetrasil is not fake, it is cheap and effective, and as the patent shows, it is not a drug. I would appreciate a public retraction of your heading and your global attention on the trials.

Dear Ambassador Martinez,

I write today to follow your Freedom Day remarks. I am here in Zambia because I too believe in the expressed political values that you espouse of freedom relative to press and government accountability. With respect to this issue of the Origin of AIDS, the President has made specific remarks, and they are not true.

In the President’s 2003 State of the Union Address, he informed the world that AIDS was a plague of nature’. In subsequent comments, the President said that his comments had been approved by the Central Intelligence Agency.

The historical development of HIV/AIDS is best explained through any review of CIA Project NAOMI. This CIA program appears to be the underpinnings of the implementation of HIV/AIDS, following the 1946 confirmation of the development of HIV/AIDS, as in evidenced in the May 1946 Appropriations hearing of the Uned States Congress.

Going further, as we must, we find a sleugh of U.S. Congressional documentation, unquestionable, as to there purpose and intent. In this regard, it is the 1969 Pentagon request for a ‘synthetic biological agent’ that could deplete the immune system’ that has stood and will stand as the single most compelling piece of evidence against our government for all time.

U.S. House Resolution 15090, page 129 and its global read, is the essence of the principles of freedom of which you speak Page 129 is clear and plain and all can understand, in every language. The conclusion is real and frightening, but true. HIV/AIDS is the synthetic agent sought by our government since, at least, the 1843 discovery of ‘mycoplasmas’. But for the U.S. Special Virus program (1962 – 1978), science and medicine can not explain the sheep recombinant sequences in the genome of HIV/AIDS.

Dr. Robert Gallo is guilty, but not as charged. By his own admission, he was a “Project Officer” for the U.S. Special Virus program. See, page 104, progress report #8 (1971), U.S. Special Virus program (1962 -1978). Dr. Gallo congratulated me for confirming page 157 of his autobiography.

In addition, the U.S. CURE for AIDS was patented by Dr. Gallo’s medical school classmate, Rabbi Dr. Marvin Antelman. In 1997, our government issued Rabbi Antelman a patent for a treatment for curing AIDS. See, U.S. patent #5676977. I am here in Lusaka to begin to end the U.S. AIDS virus. We have within our reach a vision of a world once again free of HIV/AIDS. I trust, hope and pray you genuinely share in this regard.
