A National Strategy to End HIV/AIDS

All across the United States there is a call for a unified effort in which to mount a joint campaign to positively impact the AIDS pandemic. HIV/AIDS has reshaped the health and human landscape of this country and the world for the last thirty years. It is time for a national strategy that encompasses input from all of us who seek to know the truth about HIV/AIDS, and then act on it.
In this regard, we can say completely and emphatically, any strategy to solve and end HIV/AIDS, must include input from people with AIDS and must include two necessary components. First; in order for the pandemic to end, it is very necessary to know how it began. On this point, the United States must review the U.S. Special Virus program (1962 – 1978). The purpose of this federal program was to see if animal cancers (like visna virus) could grow in (certain) human host cells.
According to the National Academy of Sciences, HIV/AIDS evolved from visna virus. According to the United States, visna virus had not yet been associated with human disease as late as 1971. Thus, any national strategy to end HIV/AIDS must include an explanation as to when and how the visna virus crossed species between 1971 and 1983 so as to become the ‘etiological agent’ of HIV/AIDS.
Second, any national strategy to end HIV/AIDS must include immediate clinical trials of the 1997 patented cure for AIDS, U.S. patent #5676977, “TETRASIL”. Just as HIV/AIDS is synthetic, so is its cure.
Cursory review of the U.S. Special Virus program
The U.S. Special Virus program began in 1962 and ended in 1978. Each year this federal virus development program issued a progress report detailing every experiment and contract conducted that year. There are fifteen reports. It appears that progress report #8 (1971) serves as a narrative summary of the entire program. The first sixty pages answer nearly every question as to why we have HIV/AIDS. However, on page 61, the United States concedes the “research logic” flowchart blueprint of the federal program. The 1971 flowchart provides ‘absolute evidence’ as to the nature, intent and purpose of the United States to seek to make a ‘contagious cancer’ that ‘selectively kills’.
The 1971 government flowchart depicts the development, production and proliferation of the esp-1 virus. Under electron microscope, the esp-1 virus is identical to HIV/AIDS. Any national strategy must include a review of this federal virus development program that preceded HIV/AIDS.
Clinical trials of the 1997 patented Cure
Any review of U.S. patent #5676977 will show there has been a patented Cure for AIDS since 1997. Tetrasil was developed by using mice (mouse model) to predict its human physiology. It was also tested on humans prior to being patented in 1997. The introduction of Tetrasil into the HIV/AIDS treatment arena will simply change the way we fight the synthetic HIV/AIDS.
U.S. House Resolution 15090
In addition to the foregoing, some review of the sworn Congressional testimony of June 9, 1969 must be undertaken. Page 129 of that resolution will live in infamy. There is but one explanation of the sworn testimony, HIV/AIDS is the “synthetic biological agent” funded by the United States Congress on June 9, 1969. In 2002, when Congress sought review of the federal program, the GAO whitewashed the investigation, without responding to a timely filed, “Request for Factual Correction”. There is substantial and compelling evidence the HIV/AIDS pandemic has its roots in the federal laboratory program affiliate with the “etiology area” of the National Cancer Institute. Any review of the U.S. Special Virus program (1962 – 1978) will solve and end HIV/AIDS. If there was a federal virus development program that preceded HIV/AIDS, shouldn’t that program be reviewed?
It will take a national strategy that incorporates a united AIDS community. We will continue to appeal to the courts and the American people. We have within our reach a vision of a world once again without HIV/AIDS, we must not fail,

San Diego - On Saturday, September 27, 2008, Boyd Ed Graves, J.D. received a letter from the Clerk of the U. S. Supreme Court informing him he had sixty days to correct procedural requirements of the Court, and his case may be heard.
“I am elated the American people have a further opportunity to seek accountability of the U.S. Special Virus program (1962 – 1978),” Graves said. “Once this federal program is fully disclosed the world will clearly see the man made etiology of HIV/AIDS; and will have a direct path to resolve the greatest human calamity in the history of the world.”
Court observers believe the narrow question (of service on the former U.S. Attorney General Alberto Gonzales) may provide a chance for the high court to hear his case.
“With respect to the service issue, the American people can show the (former) U.S. Attorney General (Gonzales), received ‘service’ on May 15, 2007,” Graves said. “Thus our country’s top law enforcement officer has been aware of the federal program that made AIDS, and has taken no action of his own accord.”
“The American people are entitled to know the truth about this formerly secret federal virus development program that preceded HIV/AIDS and ended just as HIV/AIDS began," Graves said. “Any review of the U.S. Special Virus program (1962 – 1978) will solve and end AIDS.”
“We have within our reach, a vision of a world once again without HIV/AIDS, we must not fail.”
American Boyd Ed Graves is a vocal human rights activist and AIDS victims' advocate whose 2001 appeal to the United States' Supreme Court for 'full disclosure' of the U.S. Special Virus Program was rejected eight years ago without comment by the nation's highest court. To the United States:
I, Boyd Ed Graves, do hereby formally appeal the July 17, 2008 final agency decision that no documents exist for the requested Freedom of Information Act (FOIA) request, seeking the ‘return ‘ of progress reports #14 and 15 (1977 and 1978) of the U.S. Special Virus Cancer Program (1962 – 1978).
The progress reports were in the archives of the National Cancer Institute (NCI) as is evidenced by a May 15, 2000 letter from Dr. Victoria Cargill, Medical Officer for the National Institutes of Health (NIH), Office of AIDS Research.
In her letter, Dr. Cargill confirms the existence of the U.S. Special Virus program and that three progress reports were located in the archives of the NCI. Upon subsequent communication, it was determined that progress reports #14 and !5 were among the three progress reports.
Equally true, there is a sufficient paper and correspondence trial between NCI officials and petitioner, specifically addressing progress reports #14 and 15. These documents were in the archives of the United States, they have been illegally removed and FOIA law compels and enjoins the NCI to replace the missing progress reports.
Much of the communication with the NCI has been through and with the Deputy Director, Dr. Alan Rabson. According to a cursory review of the available progress reports, Dr. Rabson was a member of the “Developmental Committee” of the U.S. Special Virus program. See, page 12, progress report #8 (1971) , U.S. Special Virus program. Dr. Rabson has a personal vested interest in “hiding” the missing progress reports, because he was intimately involved in the development of HIV/AIDS.
The missing progress reports are significant for a number of reasons. First, any review of the 15 progress reports will solve and end HIV/AIDS. Second, if we are serious about solving and ending HIV/AIDS, then a review should be conducted of the experiments and contracts of the “ETIOLOGY AREA” of the National Cancer Institute. Third, progress report # 14, identifies the work of AIDS developer, Dr. Peter Duesberg, who has never explained his role in the secret, federal program. And Fourth, progress report #15 provides the entire budget for the program. The U.S. Congress appropriated $550 million dollars to make AIDS.
This federal program sought to determine if animal cancers (like visna virus) could grow in certain human host cells. We now know that visna virus is the etiological agent of HIV/AIDS. See, Science, Vol. 227, pp. 173 – 7, January 1985. According to the United States, see page 39, progress report #8, visna virus had not Yet been associated with human disease as late as 1971, but by July 18, 1983 (AIDS Task Force), it was concluded HIV/AIDS had evolved from visna virus.
The United States should be compelled to replace the missing progress reports and forced to explain and investigate this secret, federal virus development program that persisted in the United States from 1962 through 1978.
The American people and the people of the world have a right to know the truth about the true U.S. origin of the greatest scourge in human history. By compelling the United States to return the documents to the archives, that history will be preserved for all to see and view.

Recently the federal court ruled the prior Freedom of Information Act lawsuit should be dismissed because of a ‘service technicality’. At issue in the lawsuit was the failure of the National Cancer Institute to provide documents, two progress reports of the U.S. Special Virus program, progress reports #’s 14 and 15. Which represent the years 1977 and 1978, the end years of a secret federal virus development program that spent $550 million dollars to make a ‘special’ virus.
There is significant correspondence between Dr. Alan Rabson and myself as to these specific reports. On or about May 20, 2000, Dr. Victoria Cargill located the 1971 flowchart of the secret program. She also located in the NCI archives, three of the fifteen progress reports, #8, 14 &15.
Dr. Cargill turned the info over to Dr. Rabson, because the documents were located in the NCI archives. Dr. Rabson subsequently removed the two end progress reports and their whereabouts is currently unknown.
Under the Freedom of Information Act, we hereby request that progress reports #14 and 15 be made available and replaced in the archives where they were previously, and that the agency and Dr. Rabson be enjoined to ensure the documents are replaced.
